When monitoring a PC is there a way to increase the remote screen capture refresh rate? It seems about every 15-30 sec right now.

Currently no. I would suggest you send it in as a feature request to have it adjustable. The Community site is not actively monitored by the developers. Its just a place for us to communicate and help each other.
